This car I've actually seen more than once in person, so I am kinda surprised to see it up on ebay.
(I took this sunday)
For those of you that don't know much about the mustang, this style debuted in 1999. This generation is most commonly refereed to as the "new edge" SN95. The SN95 debuted in 1994, and this was the refresh. 1999 was also the year for a new cobra. With a revised intake, revised heads, and a new IRS, this car made 320hp.... Except, it didn't. When car mags tested the car out, they found the performance numbers disappointing for the supposed power/tq ratings that ford specified. It turned out that a lot of these cars were really down on power. So what did Ford do? They issued a recall, took all the cars back, honed out the intake, and reprogrammed the PCM.
The car we see today, is an Electric Green cobra, of which only 408 were made, and in 1999 only. I personally think this is a fantastic color, and I'm not sure why it didn't carry on to the 2001 model (no 2000's existed, only the cobra R).
This car has been rather modified (what mustang hasn't), but I can tell you from seeing it in person many of times, its CLEAN . Probably one of the cleanest EG cobras, let alone 99 cobras, left. You really don't see many 99's out in the wild, at least I don't.
The engine, which is spotless, was fully rebuilt by JDM Engineering and is putting out 455rwhp. Its packing a paxton novi centrifugal, I BELIEVE its a novi 1000, but it could be a 1200. I'm just going by what I think I read on the blower tag this past sunday.

I hardly ever see EG cobras, NEVER in the wild. Hell I can't even remember seeing any at the all ford nationals at carlisle!

If it was all original, im sure someone would jump on that and garage it for the future and keep it as a collectors car just because of the color.

I'm pretty torn here.
Let me just say first, however; that I am a Mustang fan. I currently DD an S197 and my first car ever was a 1988 GT HO 5.0. I get wet for King Cobras and I think the '73 was beautiful. Just so we're clear, I like Mustangs. A lot.
And I like this example of the breed. A well built and modified pony, according to the information. For everything there, I wouldn't say the price is unreasonable but no matter how well done the work was, this will always be a modified Mustang. Is it worth more than a stock '99 SN95 Cobra with low mileage? Of course, but is it better, a more appealing purchase? Ehhh, I dunno.
Okay, so we're not talking 2000 Cobra R here. If we were, and it were as modified as this, I'd be mortified but it is still an electric green '99 Cobra so... ehh.
I really, really like the car. At a show & shine, I'd talk the owner up for ages. But for sale? I dunno.
Oh, and I just realized; manual.

455 hp at the wheels equates to over 500 hp at the flywheel, so it satisfies my 500 hp requirement for cars to be considered adequately powered. Good find.

Obviously not a mustang fan if you truly prefer an auto...
I'd honestly have to say pass on this. For the price that he probably has the reserve set to, you can get an 03-04 Cobra and make more power, have a better platform to build on, and still be considered rare (not to mention look better)*.
If you're wanting this car just because of its rarity and not so much the performance, then don't buy this one. Its been kept clean, but given the mods and power its missing a few things that would definitely be needed in my opinion.
The already weak IRS seems like its had zero mods and therefor is likely not coping well with that power. The fuel pump issue makes me shutter because its very easy to swap an 03-04 tank with the pumps versus keeping the 99 tank and hoping the pumps never overheat. I read nothing regarding what injectors the car has (ie. it could be running a small injector at a very high duty cycle).
I would just say no. If you want power and are willing to pay that much, get an 03-04 Cobra. If you want nice and decent performance but not quite that much, then get a fairly stock 99-01.
*Totally unbiased as I own a 600rwhp 03-04 Cobra. :)

Where you got the idea that I prefer automatics, I just don't know. How you came to that conclusion, I can't imagine. Given that I am a very outspoken voice in the fight to keep manuals in production, given that I've not owned an automatic in my life, given that I often talk about my cars including my current S197 DD which is also manual, I just cannot even guess how you came to such an wrong-headed conclusion. Furthermore, and speaking of being wrong-headed, where you get the gall to suggest that anyone who prefers an automatic is not a Mustang fan, I don't know and can only guess you're being a bit of an elitist asshole.
I'm not even going to speak to the rest of your post, there's no need.
